A designator, i.e. NOBC 1130 is an unrestricted line special operations (SEAL) officer, is a general category that you carry with you. NOBC's are specific qualifications that officers can accumulate based on education and experience. Picking up NOBC's come in useful when it comes time for reports on the fitness of officers (FITREPS).
