    While that was certainly the way it appeared during my time on the Air Staff, my time on the Joint Staff told me it was the same throughout the Government.

      It's much the same in industry, too. This graphic has been floating around for years and years... I first saw it as an EDS employee and I retired from that august organization in 1999.
